Both of you are not only in the same region but have the same ISP. It is very likely a connection issue to the server causing you the latency spiking. The best way to try and confirm this is to run some WinMTR Tests.

I recommend trying tests to both servers for a region, each test should be about 10 minutes, long, and running while you are playing and actively seeing the latency spikes. Save the results and paste them here so we can take look to find the source of the issue.
