When active, aura increases the attack rating for you and your party.
Blessed Aim is a level 12 Paladin Offensive Aura that requires Might and opens Concentration. It has two halves: an active aura that gives you and every ally in its radius a bonus to attack rating, and a passive bonus to your own attack rating from hard points that applies even while another aura is running. Two numbers decide it: the active bonus, +75% at level 1 and +360% at level 20, and the passive, +5% a hard point.

The active bonus is Param3 75 as the baseline and Param4 +15 a level: +360% at level 20 and +510% at level 30. It reads lvl, so +skills from gear and an Aura When Equipped item count. The passive is the row's passivecalc1, Blessed Aim's hard points times Param8 5: +100% with twenty hard points, and nothing from +skills, because it reads blvl. The radius is Param1 16 plus Param2 2 a level, times two thirds for yards: 10 2/3 yards at level 1, 36 at level 20. An aura costs no mana, and the row's InTown flag is set.
Blessed Aim is an aura with the row's blessedaim state on the caster and on every ally in range, refreshed every 2 seconds (perdelay 50), and no hit check. Both halves are the same stat, item_tohit_percent, the +% attack rating that Bonus to Attack Rating on an item gives, so they are added to that pool and the pool is applied to your base attack rating from Dexterity and your level. The passive uses the row's passivestate penetrate, the Amazon's passive. The Basin's page says the passive only applies to the supplier when Blessed Aim is not applied actively by the supplier or any ally: the two halves do not stack on you. It also records the older game's bug, where Blessed Aim overwrote an Amazon's Penetrate regardless of level, and says it is fixed in the current game.
The passive reads hard points only: +skills from gear raise the active aura but add nothing to the +5% a point you keep while Fanaticism or Conviction is up.
The Basin's page lists the other suppliers: the Act 2 Offensive mercenary carries Blessed Aim, and an Aura Enchanted unique monster carries one of level max(mlvl ÷ 5, 1).
No synergies feed Blessed Aim. It feeds Blessed Hammer: +14% magic damage a hard point, read as blvl. Together with the passive, that is what hard points in Blessed Aim buy that +skills do not; the active aura is raised by either.
Blessed Aim is a party aura and never touches a player; it raises its wearers' attack rating against a player's defense as against a monster's. A player's hit on another player is cut to 17% of its value (difficultylevels.txt PlayerDamagePercentVSPlayer) before anything else, see Player versus Player. The Basin's page adds nothing else about players.
