+X% Faster Cast RateFCRSame against players
Faster Cast Rate shortens the cast animation, so every spell goes out sooner. The animation is counted in whole frames (25 per second), which is why casting speed only changes at breakpoints: the FCR values where the animation loses one more frame.
FCR between two breakpoints does nothing. 24% FCR casts exactly as fast as 20% when the next breakpoint is 30%.
FCR from items is converted before it is used: effective FCR = ⌊120 × FCR / (120 + FCR)⌋. Each extra point is worth a little less than the last, which is why the last breakpoints need so much more FCR than the first ones.
They differ per class, and for some skills and forms (the Sorceress's Lightning and Chain Lightning, a shapeshifted Druid). The breakpoint calculator shows the table for every class and skill. See also Faster Hit Recovery and Increased Attack Speed.
