When in werewolf form, go into a frenzied rage to steal increasing amounts of life from your enemies with successive hits.
Feral Rage is the Druid's level 12 Shape Shifting attack, requiring Werewolf; it unlocks Rabies and Fire Claws. It can only be used as a wolf (restrict 2). It is a melee attack that also builds charges: every hit that lands adds one, and each charge is worth 4% life stolen and a step of run speed for 20 seconds. The numbers that decide it are the damage bonus, +50% at level 1 and +145% at level 20, and the charge cap, 3 at level 1 and 13 at level 20.

The tooltip's range prints 4 at the low end (a constant, not in the table) and Param2 × lvl + 8 at the top. That top line reads the skill level where the stat reads the charge level, so it overstates: the Basin says the tooltip "incorrectly displays 8 + 4 × slvl", and the real maximum is 4 × charges, 52% at level 20 (13 charges), not the 88% shown.velocitypercent at the charge level; the tooltip's top line reads the charge cap, so it is right: 19 at one charge, 55 at 13 charges, 59 at 18.Every line reads lvl, so +skills from items raise the damage, the attack rating and the charge cap (one more charge every two levels).
Feral Rage is a melee attack that rolls your attack rating against the target's defense (Chance to Hit) and deals your weapon's physical damage with the bonus, through Dealing Physical Damage. The Basin describes the charges: after the first hit the charge-1 life steal and run speed apply for the duration; every later hit resets the duration and raises the charge level, with the new values applying to the next hit, until the cap. The life steal is the ordinary Life Leech stat and follows the rules in Leech, including the target's drain effectiveness. The Basin adds that switching to another attack keeps the life steal and run speed on it until the duration expires, that a hit uses Feral Rage's attack rate while a miss uses Attack's, and that weapon speed and weapon increased attack speed remain the main factors in the attack rate.
The charges are per hit that lands, and they fall off 20 seconds after the last one: a miss builds nothing, and a long walk between packs starts you back at charge 1.
No synergies: Feral Rage neither gives nor receives one, and the row has no synergy calc. Its damage rides on Werewolf's attack rating and attack speed and on Lycanthropy's life, but those are the form's lines, not this skill's.
A player's hit on another player is cut to 17% of its value (difficultylevels.txt PlayerDamagePercentVSPlayer) before anything else, see Player versus Player; the life stolen follows the rules in Leech. The Basin's page says nothing more about Feral Rage against players.
