Reanimate gives a chance, when you kill a monster, for it to rise again as the monster named in the tooltip and fight on your side. The tooltip reads "10% Reanimate as: Returned" on both Tomb Reaver and the Faith runeword: on average one kill in ten comes back as a Returned, a skeleton.
The percentage is the chance; the monster type is fixed by the item (properties.txt reanimate takes a monstats.txt hcIdx as its parameter, and 1 is the Returned).
