This sounds like a very odd connection issue, can’t say that I have seen anything like it before. There’s possibly some kind of misconfiguration issue or something interfering with how you connect to the Battle.net servers. I have a couple ideas that you can try that may help narrow things down further.
Reset the network configuration in Windows 10:
Go to Start → Settings → Network & Internet → Network reset
Proceed with the prompts and restart the computer.
Try a clean reinstall of the Battle.net app. These steps will clear out some temporary files that Diablo II: Resurrected uses as well.
- In Windows 10 go to Start → Settings
- Click on Apps
- Uninstall the Battle.net app
- Press Windows key + R
- Type the following into the Run window and hit Enter: %APPDATA%
- Delete the Battle.net and Blizzard folders inside the appdata folder if they exist.
- Repeat steps 4-6 with %LOCALAPPDATA% and %PROGRAMDATA%
- Empty the recycle bin.
Now reinstall the Battle.net app: Battle.net App – Blizzard Entertainment
Test the game again and see if the issue persists. If it does, try rebooting using Selective Startup which should help identify if another process or service running in the background is conflicting with the connection somehow.
- Press Windows Key+R.
- Type msconfig and press Enter.
- Select Selective startup and uncheck Load startup items.
- Select the Services tab.
- Check Hide all Microsoft services.
*Note: Skipping this step may prevent your computer from rebooting correctly. - Click Disable all.
- Click Apply then click OK.
- Click Restart.
