We are not seeing any widespread reports of latency issues like what you are reporting and it is possible given your location, the 90-120ms may just be accurate for the moment. It is tough to say without any connection data.

I recommend following the instructions listed in this post to gather some WinMTR connection data.

Run one 10 minute test to each server for North America under the D2R listing, You should be playing and actively seeing the higher than normal latency. Post your results here so we and the community can offer some additional insight.
