Cast a shadow to blind nearby enemies lowering their defenses for a period of time.
Cloak of Shadows is the Assassin's crowd control (Shadow Disciplines, level 12, requires Psychic Hammer; it unlocks Shadow Warrior and Mind Blast). One cast darkens the screen, blinds every monster within 20 yards and strips a share of its defense, while the Assassin's own defense goes up. The numbers that decide it are the -72% enemy defense at level 20 on a line that caps at 95, and the duration, 27 seconds at level 20, which is also how long you must wait before it can be cast again.

Duration is Param3 (200 frames) plus Param4 (25) a level at 25 frames a second: 8 seconds at level 1, +1 a level, 27 at level 20 and 37 at level 30. The enemy's defense cut is Param5 (15%) plus Param6 (3%) a level, capped at 95 by the calc -min(ln56,95): -15% at level 1, -72% at level 20, and the cap is reached at level 28 (15 + 3 × 27 = 96). The Assassin's own bonus is Param7 (10%) plus Param8 (3%) a level (passivecalc1 ln78): +10% at level 1, +67% at level 20, +97% at 30, with no cap. All three read lvl, so +skills count.
Two things never change and are left out of the table: the radius, Param1 and Param2 both 30 sub-yards, 20 yards (the tooltip prints it as range), and the mana, a flat 13.
Cloak of Shadows is an aura state on the caster ("cloak_of_shadows") that puts a state ("cloaked") on every hostile in its radius when cast; the Basin says it uses the cast rate and that the 20 yards cover almost the whole visible screen. The Basin's page describes the blind: the target keeps executing its last action until its next AI check — one that was walking at you keeps walking to where you stood — and then its awareness shrinks to its melee range, so it attacks only what is next to it and only with its basic attack, never a skill or a special ability such as raising the dead. Only normal and minion monsters are blinded, the Basin says, with a few AI exceptions.
The defense cut is a separate effect: the Basin says it applies to all targets except bosses, and it is a percentage of the target's Defense Rating, so it goes straight into your Chance to Hit against it; the character screen's chance to hit does not show it. Your own +% defense applies to the caster only. The Basin notes the cloak can overwrite curses and lands on targets that cannot be cursed.
The Basin's page says Cloak of Shadows cannot be cast again until its duration expires; only a Shadow Warrior can recast it early. At level 20 that is 27 seconds of a darkened screen per cast.
No synergies: nothing raises Cloak of Shadows and it raises nothing. Every line reads lvl, so +skills from items and the Shadow Disciplines tab count in full: duration, both defense lines, and the march to the 95% cap at level 28, which a +skills Assassin reaches without hard points.
The player-versus-player damage rule does not touch this skill, as it deals none; see Player versus Player. The Basin's page says the blind applies only to normal and minion monsters and the defense cut to all targets except bosses; it says nothing more specific about players.
