Charge-up skill: consecutive hits add lightning damage to finishing moves; can only be used with claw-class weapons; must use a dragon finishing move or normal attack to release charges.
Claws of Thunder is the Martial Arts lightning charge-up (level 18, requires Fists of Fire; it unlocks Blades of Ice). It needs a claw-class weapon (itypea1 "h2h") or bare hands. Each hit that lands stores a charge, up to three, and the next finishing move releases them: lightning on the target with one, a nova with two, a spray of charged bolts with three. The number that decides it is the maximum lightning damage, since the minimum is always 1: 1–780 at level 20 on the target, and the nova and bolts carry their own, smaller ranges.

The damage and attack-rating lines read lvl, so +skills count; the synergy reads blvl.
Claws of Thunder is a melee attack at the weapon's full damage (SrcDam 128) that must pass a Chance to Hit roll; the Basin says both claws are used when two are equipped. Each hit that lands adds a charge to the progressive_lightning state, to a maximum of three (prgstack 1); further hits reset the 15-second clock. The charges wait for a finisher: a normal melee attack, Dragon Talon, Dragon Claw, Dragon Tail or Dragon Flight.
What is released, by the Basin's page: with one to three charges the lightning above hits the release target; with two or three a medium-range piercing nova (about 8 yards) goes out; with three, long-range bolts that are destroyed on collision. Both the nova and the bolts have a next-hit delay of 4 frames, so the release target is damaged by the nova but not also by a bolt; targets further out, which the nova reaches first, can be hit by the nova and a bolt, and targets beyond the nova's range can still be hit by a bolt. Knockback pushes close targets out to where both land, which is why the Basin says it is often released with Dragon Tail. All of it is lightning, under the rules of Dealing Elemental Damage and the target's Lightning Resist.
The minimum is 1 on every part: the rolls are 1–780, 1–475 and 1–740 at level 20, so the average of each is about half its maximum, and nothing raises the minimum.
Charges from Tiger Strike, Fists of Fire, Cobra Strike, Blades of Ice and Phoenix Strike held at the same time are all released by the same finisher (Basin).
EDmgSymPerCalc reads the hard points in Phoenix Strike times Param8: +8% lightning damage per hard point in [[phoenix-strike]] (the dsc3 line). The Basin says the synergy applies to all three charges but not to the minimum. +% Lightning Skill Damage from gear applies only to the first charge (Basin). In return Claws of Thunder's hard points are a synergy of Phoenix Strike. The skill's own lines read lvl, so +skills raise all three damage ranges and the attack rating; the Basin says +1–3 Claws of Thunder can spawn on exceptional and elite claws of item level above 18.
A player's hit on another player is cut to 17% of its value (difficultylevels.txt PlayerDamagePercentVSPlayer) before anything else, see Player versus Player; the finisher that releases the charges, and the nova and bolts it sends, are such hits. The Basin's page says nothing else specific about players.
