Passive: improves defense.
Iron Skin is a Barbarian Mastery (level 18, no prerequisites, passive, no mana). Every point raises your defense by a flat percentage, +30% at level 1 and +10% a level after that, to +220% at level 20. It has no cap and no curve, it is on at all times, and it unlocks Natural Resistance at level 30. The decisive number is the per-level step: a point is worth 10% of defense, and so is a +skill.

The bonus is skills.txt Param1 (30, the table's "Armor % baseline") plus Param2 (10, "Armor % per level") a level: +30% at level 1, +70% at level 5, +120% at level 10, +170% at level 15, +220% at level 20 and +320% at level 30. The Basin's page writes the formula as 20 + (10 × slvl) and its table runs the same straight line to +620% at level 60. The line is passivecalc1 ln12 and reads lvl, so +skills from items count in full. There is no mana, no duration and no second tooltip line.
The bonus is applied through the row's passive stat skill_armor_percent whenever the skill has at least one point. It is a percentage of your defense, the same stat that Enhanced Defense on armour and Shout raise, and it feeds the attacker's hit roll: see Defense Rating for what defense is made of and Chance to Hit for how an attacker's attack rating is weighed against it. Defense only matters against attacks that roll to hit; a spell, an aura or a skill that always hits ignores it, and while you are running the Basin's rule is that hit checks are not made at all, so no amount of defense counts, see Defense Rating.
While you run, hit checks are not made against you and your defense, Iron Skin included, is never read; the skill only pays while you walk or stand.
The Basin's page adds that the Resurrected Barbarian mercenary, the dual-wield one, also carries Iron Skin.
No synergies: Iron Skin has no dsc3 line and no synergy calc, nothing feeds it and it feeds nothing. Its one line reads lvl, so a +skill from an item is worth exactly a hard point, 10% of defense each. The Basin's page says +1–3 Iron Skin can spawn on a primal helm of item level 19 or higher. The skill is the prerequisite for Natural Resistance, which is why a hard point goes here on most Barbarians whether or not the defense is wanted. Shout's own defense bonus is a separate percentage from a different skill; the two are added to the same defense, each as its own line.
Iron Skin never touches a player; it raises only the Barbarian's own defense, which another player's attack rating is rolled against in the usual way. There is nothing here for the player-versus-player damage rule to cut, see Player versus Player.
