Using the power of your mind stun a group of enemies and convert the feeble-minded.
Mind Blast is a Shadow Disciplines cast (level 24, requires Cloak of Shadows). It is a small burst at the targeted spot that hits every monster in its radius three ways at once: a little physical damage, a stun that grows a fifth of a second a level, and a chance to convert a normal monster to your side for a few seconds. The numbers that decide it are the stun length (5.8 seconds at level 20, capped at 10) and the conversion chance, which climbs steeply and then flattens toward 40%.

dm56, a diminishing curve from Param5 (15%) toward Param6 (40%): 18% at level 1, 32% at level 10, 36% at level 20, 37% at level 30. The Basin writes it as 15 + 25 × [110 × level ÷ (level + 6)] ÷ 100, capped at 40, and its table agrees.Every line reads lvl, so +skills count. The row's calc1 also carries a term for Psychic Hammer's hard points multiplied by Param8, but Param8 is empty on the current row, so that term adds nothing.
The Basin's page describes it as a radial, medium-range cast: no target needs to be selected, and every eligible unit in the radius is damaged and knocked back away from the caster. The stun is the row's EType "stun" and lands with the damage; converted monsters are not stunned, though a monster already stunned by an earlier cast stays so. See Hit Recovery and Stun for what a stun does to a unit, and Dealing Physical Damage for the damage line: it is physical, so a physical immune takes none of it, and the stun is applied with the hit.
Conversion, by the Basin's page: only normal and minion monsters can be converted, with a few AI exceptions. A convert's level-adjusted defense, attack rating and damage are figured from the Assassin's level when hers is below the monster's, while its life still uses the monster's level; when hers is equal or higher, the monster's level is used for everything, and it is used again when the conversion expires. Converts take friendly buffs and auras and hostile debuffs; any poison, Open Wounds or curse on them at conversion stays. You gain experience from monsters your converts kill, not from the converts themselves while converted. Converts do not follow you and are not carried through portals or Teleport.
Conversion is a chance per monster per cast, 36% at level 20, and only on normal and minion monsters: a boss pack's leader is only stunned.
The Basin says the skill's rate is governed by Casting Speed speed and that it cannot be cast in town.
No synergies: skilldesc.txt has no dsc3 line for Mind Blast, the only cross-skill term in its calcs is multiplied by an empty Param8, and Mind Blast feeds no other skill. All of its lines read lvl, so +skills from items raise the damage, the stun and the conversion chance alike; the Basin says +1–3 Mind Blast can spawn on exceptional and elite claws. The conversion curve flattens hard (32% at 10, 36% at 20, 37% at 30), so levels past 20 buy mostly stun length and damage.
A player's hit on another player is cut to 17% of its value (difficultylevels.txt PlayerDamagePercentVSPlayer) before anything else, see Player versus Player; that applies to the physical damage here. Conversion is a monster effect and does nothing to a player. The Basin's page says nothing else specific about players.
Written from the game's tables (build 3.3.93847) and the cited pages; a per-level table is computed from skills.txt and skilldesc.txt by the same evaluator the skill pages use. A “legacy rule” is a published engine rule no table proves; a “game table” is read from the table named. · Report incorrect data
