Charge-up skill: adds elemental novas to finishing moves; must use a dragon finishing move or normal attack to release charges.
Phoenix Strike is the last Martial Arts charge-up (level 30, requires Cobra Strike and Blades of Ice); the data files call it "Royal Strike". It works with any melee weapon (itypea1 "mele"), and unlike the other charge-ups its three charges are three different attacks: one charge is a meteor, two are chain lightning, three are ice bolts, and the finisher releases only the last charge held. The numbers that decide it are the three damage ranges, which the Basin's page prints and the repo's bank cannot compute, and the three synergies, one from each elemental charge-up.

The four damage lines of the tooltip read the three missiles (royalstrikemeteorcenter, royalstrikechainlightning, royalstrikechaosice and the meteor's fire), which are not in the repo's bank, so their numbers come from the Basin's page, whose level table is the 1.10–1.13 era:

The parts the row does give: the meteor's explosion radius is calc1 = Param2 (6), 4 yards by the two-thirds conversion (the Basin says 4); the ground fire lasts Param3 (30 frames) plus Param4 (15) a level, 330 frames = 13.2 seconds at level 20 (the Basin's older table has 14 + 15 a level, 12.56 seconds); the chain lightning jumps to a target within Param1 (8), 5 1/3 yards (Basin), and the table's comment on Param6 (10) gives 64 ÷ 10 = 6 chain lightning missiles; charge three creates Param5 = 16 ice bolts.
The attack-rating line reads lvl; the synergies read blvl.
Phoenix Strike is a melee attack at the weapon's full damage (SrcDam 128) that must pass a Chance to Hit roll; the Basin says only the primary claw is used with two. Each hit that lands adds a charge to the progressive_other state, to a maximum of three; further hits reset the 15-second clock. The charges wait for a finisher: a normal melee attack, Dragon Talon, Dragon Claw, Dragon Tail or Dragon Flight, and with Dragon Talon or Dragon Claw only the first hit that lands carries them (Basin).
By the Basin's page: with one charge the release calls down a meteor that lands 60 frames (2.4 seconds) later, dealing its fire damage in the 4-yard radius on impact and leaving a pyre of 18 static missiles that apply their fire bit rate every frame; the displayed fire a second assumes three missiles overlap the target, and a size 1 target standing where the meteor landed takes none of the pyre. With two charges the release sends out medium-range piercing lightning bolts, size 2 so they can hit more than one target, that chain to targets within 5 1/3 yards, with a 4-frame next-hit delay. With three it releases 16 medium-range ice bolts, each dealing cold damage and the freeze length above, with a 4-frame next-hit delay; see Chill and Freeze. All of it is elemental, under Dealing Elemental Damage.
Only the last charge is released: a three-charge release is ice bolts only, not meteor plus lightning plus ice. To use the meteor, release after one hit; the lightning, after two.
The Basin's page says +% skill damage from gear (fire, lightning or cold) applies to none of the three charges, and that charges from Tiger Strike, Fists of Fire, Cobra Strike, Claws of Thunder and Blades of Ice held at the same time are all released by the same finisher.
Four dsc3 lines, all reading hard points (blvl): +10% fire damage per point in [[fists-of-fire]] on the meteor and +6% average fire damage per second per point on its pyre; +13% lightning damage per point in [[claws-of-thunder]], which the Basin says does not raise the minimum of 1; and +10% cold damage per point in [[blades-of-ice]]. In return Phoenix Strike's hard points are the synergy of all three: +12% fire to Fists of Fire, +8% lightning to Claws of Thunder and +8% cold to Blades of Ice. The skill's own attack rating reads lvl, and the Basin says +1–3 Phoenix Strike can spawn on exceptional and elite claws of item level above 36.
A player's hit on another player is cut to 17% of its value (difficultylevels.txt PlayerDamagePercentVSPlayer) before anything else, see Player versus Player; the finisher that releases the charges, and the meteor, bolts and ice it sends, are such hits. The Basin's page says nothing else specific about players.
