Stuns your target for a short time and increases your attack rating.
Stun is a Barbarian Combat Skill (level 12, requires Bash; it unlocks Concentrate). It is a single melee attack that, when it hits, leaves the target stunned for a set time: unable to act, as explained on Hit Recovery and Stun. The two numbers are the stun length, 1.2 seconds at level 1 and 4.52 at level 20, and the attack-rating bonus, +110% at level 20. It costs 2 mana and has no damage of its own.

The stun length is the row's length brackets in frames: ELen 30 at level 1, +5 a level to level 8 (ELevLen1), +5 a level to 16 (ELevLen2), +2 a level past that (ELevLen3); ÷25 gives seconds. That is 1.2 seconds at level 1, 2.0 at level 5, 4.0 at level 15, 4.52 at level 20 and 5.32 at level 30. The tooltip caps it at 250 frames, 10 seconds. The Basin's page says each hard point in War Cry adds 5% to the length (ELenSymPerCalc, Param6), rounded down to a frame after it is applied, and prints the level at which the 10-second ceiling is reached: level 26 with 20 War Cry points, level 50 with 9.
The attack-rating bonus is 10 + 5 × level, plus 5% per hard point in Concentrate (Param7): +15% at level 1, +110% at level 20. The tooltip's damage line is 8 × Bash hard points (calc1, Param8) and nothing from Stun's own level, so it is left out of the table: 0 without Bash points, +160% at every level with 20. Mana is a flat 2.
Stun is a normal weapon attack: it rolls Chance to Hit and, on a hit, deals weapon damage with the Bash synergy added to your Enhanced Damage. A successful hit stuns the target (the row's EType is "stun") for the stun length. Leech, Crushing Blow, Deadly Strike and Open Wounds work as on any weapon hit.
The stun is applied by the hit, so a miss stuns nothing: the attack-rating bonus is part of the skill's job, and a Concentrate synergy that reads hard points raises it further.
All three read blvl. Stun's own length and attack-rating lines read lvl, so +skills from items lengthen the stun along the brackets and raise the attack rating. Stun feeds Bash in turn: +5% Bash damage per hard point. A weapon mastery adds its own attack rating, damage and critical-hit chance to the hit.
A player's hit on another player is cut to 17% of its value (difficultylevels.txt PlayerDamagePercentVSPlayer) before anything else, see Player versus Player. The stun length is a duration, not damage, and is not cut. The Basin's page says nothing more about Stun against players.
