Decoy is a level 24 Amazon summon (Passive and Magic tree, requires Slow Missiles; it unlocks Valkyrie). It puts an idle copy of the Amazon on the ground that enemies attack instead of her; the copy never attacks back. The numbers that decide it are the duration, 105 seconds at level 20, and the life, half of the Amazon's maximum plus 10% a level.

ln12 in frames: Param1 is the baseline of 250 and Param2 adds 125 a level, which at 25 frames a second is 10 seconds plus 5 a level: 10 at level 1, 30 at 5, 55 at 10, 80 at 15, 105 at 20, 155 at 30.+% line is calc1, Param4 10 a level on top: +10% at level 1, +100% at 10, +200% at 20.min(lvl × par7, 85), Param7 being 4, so +4% a level to a cap of 85%, reached at level 22.Every line reads lvl, so +skills from items raise duration, life and resistances alike.
Decoy is a cast (the Basin's page lists it under cast rate, see Casting Speed) that summons a pet of type dopplezon in the neutral stance, summode NU. By the Basin's page it stands idle, unable to attack, and distracts hostile units; monsters that target it fight it as they would the Amazon.
The Basin's page gives its life as [character life × 0.5 × (100 + 10 × slvl) ÷ 100], the character life being the Amazon's maximum at the moment of casting, as shown on the character screen after all modifiers, with the Decoy's +% applied first and the rounding done afterward; its example is an Amazon with 175 maximum life casting a level 1 Decoy for 96 life. The page adds that the +% maximum life of Battle Orders and Oak Sage is applied after the Decoy's own percentage, that it regenerates 15 damage, and that its defense comes from a monster level of min([0.75 × clvl] + slvl, clvl) and the MonLvl.txt defense of the difficulty (141, 152 and 164 plus that level's entry), added before Shout and Defiance.
The Basin's page says the Decoy is dispelled whenever the Amazon recasts it, takes a portal or waypoint, or Teleports. It lasts the duration above only if she stays put.
The same page says knockback from items has a 50% chance of being applied to it, that its drain effectiveness is 0 in every difficulty (leech does nothing against it) and its chill effectiveness is −50, and that the data files call it "Dopplezon". It also carries a warning that patch 2.7 of Diablo II: Resurrected introduced bugs affecting Decoy, with a bug report on the official forum as its reference.
No synergies: the row has no SymPerCalc column and the skilldesc row has no dsc3 line. Decoy's hard points feed one skill: Valkyrie, whose summon reads Decoy's base level. Every line of Decoy's own reads lvl, so a +skill from an item is worth exactly a hard point here, and only the Valkyrie cares about the difference.
The Decoy neither attacks nor deals damage, so the player-versus-player damage rule, which cuts a player's hit on another player to 17% (difficultylevels.txt PlayerDamagePercentVSPlayer), has nothing to cut, see Player versus Player. The Basin's page says nothing about this skill against players.
