+X% to Lightning Skill DamageSame against players
Lightning Skill Damage raises the lightning damage dealt by your skills by that percentage. It is the same bonus the Sorceress's Lightning Mastery passive gives, so the two add together.
It does not lower the monster's resistance and does nothing against a lightning-immune monster. For that, see Enemy Lightning Resistance Reduction and Monster Lightning Immunity is Sundered.
