Lowers a monster's lightning resistance, but only for your own lightning damage. "-15% to Enemy Lightning Resistance" makes a monster with 40% lightning resistance take lightning damage from you as if it had 25%. Thunderstroke, Griffon's Eye and Mang Song's Lesson carry it.
It works with Lightning Skill Damage: one makes your lightning damage larger, this one lets more of it through.
It does nothing against a lightning-immune monster (100% resistance or more). The immunity has to be broken first, for example with Monster Lightning Immunity is Sundered.
