Passive - increases the rate at which you recover mana.
Warmth is a Sorceress passive (Fire tree, level 1, no prerequisite) and the prerequisite of Enchant. It costs nothing and casts nothing: as long as it has a level it adds a percentage to your mana recovery rate, and the number that decides it is simple, +30% at level 1 and +12% a level after that. Its second job is quieter: four fire skills read its hard points as a damage synergy.

The whole skill is one line. The row's passivestat1 is manarecoverybonus and passivecalc1 is ln12, which is Param1 (30, the table's "Mana Recovery % baseline") plus Param2 (12, "Mana Recovery % per level") for every level after the first. So level 20 is 258%, level 25 is 318% and level 30 is 378%. The expression reads lvl, so +skills from gear raise it exactly like hard points: a +3 skills staff turns a level 20 Warmth into 294%.
There is no mana line (mana 0, lvlmana 0) and the row is flagged passive and InTown: it is always on, in town as well as out of it.
Warmth is a buff on yourself with no shape, duration or target: the passive state "warmth" carries the stat while you have the skill. The stat is the same one items with Regenerate Mana add to; the Basin's page says Warmth adds to the Regenerate Mana +% applied by Meditation and items, so the three sources are summed into one percentage before the game works out your regeneration. How that percentage turns into mana a second depends on your mana pool, which the Regenerate Mana and Mana pages cover. Warmth does not add mana, only the rate at which it comes back, so a larger pool from Energy or +mana gear still matters.
The Basin's page writes the bonus as 18 + 12 × level, the table as 30 + 12 × (level − 1): they are the same number.
Warmth has no synergies of its own. It is the synergy source for four Fire skills, all of them reading blvl, the hard points only:

+skills from gear raise Warmth's own recovery line but add nothing to those four percentages; only the points you put into Warmth do.
Warmth is a passive on yourself. It never touches another player and nothing about it changes in a duel.
