Howdy Savage, This sounds like a permission issue. I would suggest restarting the Blizzard app as Admin. Security software could also be blocking the changes, so you may need to add the D2R and Blizzard app folders as exceptions.
Howdy rcook1985, Are these offline characters? If so, the game may not be able to save them correctly for some reason. Make sure to launch the Blizzard app and D2R as Admin.
