Every zone the game can terrorize, as its zone file lists them: the areas each one covers, how high the monsters go, the items that can drop there and, in Reign of the Warlock Hell, the Heralds. This is a reference to the zones — the rotation itself is not tracked here.
Monsters in a terrorized area spawn at your level + 2, never below their own level and held inside the difficulty's bounds; they give +25% experience. Champions drop items 2 levels higher and unique monsters 3, as everywhere else.

In Hell games of Reign of the Warlock a terrorized zone can send a Herald after you — “You draw the ire of a Herald!”, then “A Herald is hunting you!”. The file defines 5 tiers; each tier raises the Herald's life, damage, minions and treasure class level.
