Hurl an astral weapon that teleports you to its impact.
Blade Warp is a Warlock attack (Eldritch Skills, level 18, requires Echoing Strike, unlocks Mirrored Blades). It needs a melee weapon (requiresweapon 1, item type mele) and throws a lobbed missile (lob 1, bladewarp): where it lands you arrive, and the landing explodes with magic damage in a 4-yard radius. The numbers that decide it are the explosion, 101–103 magic damage at level 20, and the casting delay, 0.8 seconds at every level.

The missile is bladewarp, a lobbed projectile: it travels to the point you aimed at rather than until it hits something, and the impact is where you teleport to and where the magic explosion happens. The explosion is elemental damage of the magic type (EType mag), so it goes through the target's magic resistance and nothing else, see Dealing Elemental Damage; the row has no ToHit column and no SrcDam, so no weapon damage and no attack rating check is involved. The attack-family calcs on the row are the shared ones of the Warlock's weapon skills: calc1 "Damage %" and calc2 "Flat Damage" are 0, calc3 ("Attack Speed %, unusable") and calc4 ("% Damage Dealt as Elemental") are 0, calc5 ("Amount of attacks") is 1, and calc6 reads Mirrored Blades' calc6, the "total damage % applied to attacks after the first one"; with Param11 at 0 the row does not restrict that to later attacks. Param3 (1) is the table's "Mirrored Blade Projectile Count Synergy", and Param12 (0) says the missiles use no separate cast ID.
Blade Warp is both a teleport and an attack: the 0.8-second casting delay is on the row, so it cannot be chained the way a Sorceress's Teleport can.
Two damage synergies, each +24% magic damage per hard point (Param8, EDmgSymPerCalc): Echoing Strike and Mirrored Blades. Both read blvl, so only hard points count. Blade Warp in turn feeds Eldritch Blast (+50% magic damage per hard point, that row's Param8), Echoing Strike and Mirrored Blades. There is no mastery line on the row.
A player's hit on another player is cut to 17% of its value (difficultylevels.txt PlayerDamagePercentVSPlayer) before anything else, see Player versus Player; the explosion's magic damage is cut the same way. The teleport has no player value to cut.
