+X% to Cold Skill DamageSame against players
A percentage increase to the cold damage of your skills. Death's Fathom's +15-30% makes a Blizzard or Frozen Orb hit that much harder. It does nothing for a skill without cold damage.
It is a separate bonus from Enemy Cold Resistance Reduction, which lowers the monster's resistance instead. The two work together: one makes your cold damage larger, the other lets more of it through.
