Lowers a monster's cold resistance, but only for your own cold damage. "-15% to Enemy Cold Resistance" makes a monster with 40% cold resistance take cold damage from you as if it had 25%. Wizendraw, Mang Song's Lesson and Protector's Frost carry it, and the Sorceress's Cold Mastery gives the same effect as a skill.
It works with Cold Skill Damage: one makes your cold damage larger, this one lets more of it through.
It does nothing against a cold-immune monster (100% resistance or more). The immunity has to be broken first, for example with Monster Cold Immunity is Sundered.
