This is flat Cold Absorb that grows with your character level. Each cold hit is reduced by the listed amount, and you are healed by what was absorbed.
The item stores a rate per level, and the bonus is that rate times your character level, rounded down (itemstatcost.txt op 2, op param 3). Griswold's Valor gives 0.25 per level, which is +24 at level 99. Blackoak Shield gives 0.625 per level, which is +61.
Like any flat absorb, it does the most against many small cold hits and very little against one big cold spell.
