This is flat Fire Absorb that grows with your character level. Each fire hit is reduced by the listed amount, and you are healed by what was absorbed.
The item stores a rate per level, and the bonus is that rate times your character level, rounded down (itemstatcost.txt op 2, op param 3). The Rising Sun gives 0.75 per level, which is +74 at level 99.
Like any flat absorb, it does the most against many small fire hits and very little against one big fire spell.
