Finishing move: teleport to your enemies and destroy them with a kick; adds charged-up bonuses to the kick.
Dragon Flight is the last Martial Arts finisher (level 24, requires Dragon Tail). The Assassin teleports to a hostile unit within range and lands one kick on it. It is the hardest-hitting single kick of the tree: +100% kick damage at level 1 and +35% a level, so +765% at level 20, with the tree's largest attack-rating bonus, +535% at level 20. The other number that decides it is the range of the jump, Param7, which does not change.

Dragon Flight is a kick (Kick 1), a finishing move (finishing 1) that consumes charges (prgchargesconsumed 1) and needs none to be used (prgchargestocast 0). The Basin's page gives the targeting: a target need not be selected, since the Assassin jumps to the unit within 5 1/3 yards of the cursor (the closest to the cursor if several), but if no target is within her range the kick animation plays and she neither teleports nor attacks. The jump carries her mercenary and pets with her, to a target in line of sight; converts and reanimated monsters are left behind. The Basin notes it is as useful for repositioning or escaping as for the kick.
The kick is one Chance to Hit roll with the attack rating above, and the row's stsuccessonly 1 means the release state is applied only on a successful hit. Param8 = 1 is the "always hit, enabled only when charges are consumed" switch, which the Basin's page records as D2R rules: Dragon Flight always hits when the Assassin has any Martial Arts charge, and it consumes only one charge of each Martial Arts skill.
The damage is a kick's, not the weapon's: the Basin gives the same formula as for Dragon Talon, a base of [(strength + dexterity − 20) ÷ 4] to [(strength + dexterity − 20) ÷ 3] times (100 + skill bonus) ÷ 100, the skill bonus being Dragon Flight's +% damage plus any Tiger Strike charges, plus the boots' damage raised by 1.2% per point of strength and by the +% damage from the skill bonus, items other than the weapon, and the auras Might, Concentration, Fanaticism and Heart of Wolverine. It does not use the weapon's enhanced damage, + minimum or maximum damage, + damage, +% damage to demons or undead, Claw Mastery, Critical Strike or Deadly Strike; it does deliver the weapon's, items' and skills' non-physical damage and + attack rating of any kind, neither of which the character screen shows for a kick (Basin). The weapon's range and speed still set reach and attack rate, and with two claws the primary one is used.
One kick per use, at 15 mana: the Basin says the animation is a fixed 23 frames, unaffected by movement, attack or cast speed, teleporting on the tenth frame and kicking on the fifteenth.
It releases the charges of Tiger Strike, Fists of Fire, Cobra Strike, Claws of Thunder, Blades of Ice and Phoenix Strike. The Shadow Warrior and Shadow Master can use it (Basin).
No synergies: skilldesc.txt has no dsc3 line for Dragon Flight and the row has no synergy calc; it feeds no other skill. Both lines read lvl, so a +skill is worth a hard point, +35% kick damage and +25% attack rating. The Basin says +1–3 Dragon Flight can spawn on exceptional and elite claws of item level above 24.
A player's hit on another player is cut to 17% of its value (difficultylevels.txt PlayerDamagePercentVSPlayer) before anything else, see Player versus Player; the kick is such a hit. The Basin's page says nothing else specific about players.
