Finishing move: knock back your enemies with an explosive kick; adds charged-up bonuses to the kick.
Dragon Tail is the Martial Arts area finisher (level 18, requires Dragon Claw; it unlocks Dragon Flight). It is a single kick that, when it lands, knocks back and sets off a fire burst on everything within 4 yards. The number that decides it is the fire damage, +50% at level 1 and +20% a level, so +430% at level 20: a percentage of the kick's own physical damage, dealt as fire to the whole radius.

Dragon Tail is a kick (Kick 1), a finishing move (finishing 1) that consumes charges (prgchargesconsumed 1) and needs none to be used (prgchargestocast 0). It is one Chance to Hit roll against the target with the attack rating above, and only on a hit does the rest happen: Knockback and the radial fire burst on every eligible target in the 4-yard radius (Basin). The row's Param8 = 1 is the "always hit, enabled only when charges are consumed" switch, which the Basin's page records as D2R rules: Dragon Tail always hits when the Assassin has any Martial Arts charge, and it consumes only one charge of each Martial Arts skill.
The kick's own damage is a kick's, not the weapon's: the Basin's page gives the same formula as Dragon Talon, a base of [(strength + dexterity − 20) ÷ 4] to [(strength + dexterity − 20) ÷ 3] times (100 + the Tiger Strike bonus) ÷ 100, plus the boots' damage raised by 1.2% per point of strength and by +% damage from the skill bonus, items other than the weapon, and the auras Might, Concentration, Fanaticism and Heart of Wolverine. It does not use the weapon's enhanced damage, + minimum or maximum damage, + damage, +% damage to demons or undead, Claw Mastery, Critical Strike or Deadly Strike; it does deliver the non-physical damage of the weapon, items and skills, and the weapon's range and speed still set its reach and attack rate. The Basin warns the character screen does not show the + attack rating the kick gets.
The burst is a percentage of the physical damage the kick actually does to the target (Basin), dealt as fire (EType "fire") to the radius, and Fire Skill Damage applies to it. That makes two rules bite:
A physical-immune target takes no physical damage from the kick, so the burst is zero; and Fists of Fire converts the kick's physical to fire before the burst is figured, which shrinks it. The Basin calls Tiger Strike the charge-up of choice for this finisher.
The Basin notes monsters in the radius are knocked back away from the Assassin, not from the burst's centre. It releases the charges of Tiger Strike, Fists of Fire, Cobra Strike, Claws of Thunder, Blades of Ice and Phoenix Strike; with two claws the primary one is used; the Shadow Warrior and Shadow Master can use it.
No synergies: skilldesc.txt has no dsc3 line for Dragon Tail and the row has no synergy calc; it feeds no other skill. Both lines read lvl, so a +skill is worth a hard point, +20% fire and +15% attack rating. The Basin says +1–3 Dragon Tail can spawn on exceptional and elite claws of item level above 18.
A player's hit on another player is cut to 17% of its value (difficultylevels.txt PlayerDamagePercentVSPlayer) before anything else, see Player versus Player; the kick is such a hit and the burst is a share of it. The Basin's page says nothing else specific about players.
