Finishing move: kick your enemies out of your way; adds charged-up bonuses to the kick.
Dragon Talon is the Assassin's first finishing move (Martial Arts, level 1, no prerequisites; it unlocks Dragon Claw). It is a kick, one target, repeated: one kick at level 1 and one more every six levels, so 4 kicks at level 20. Its damage is the Assassin's boots plus a base from her strength and dexterity, not her weapon. The numbers that decide it are the kick count and the attack-rating bonus, which grows by 35% a level to +685% at level 20.

Dragon Talon is a kick (Kick 1), a finishing move (finishing 1) that consumes charges (prgchargesconsumed 1) and needs none to be used (prgchargestocast 0). Each kick is a separate attack roll against the target's defense, see Chance to Hit, with the +% attack rating above; the row's Param8 is set to 1, which the table describes as "always hit, enabled only when charges are consumed", so the kick that releases charges lands without a roll.
The Basin's page gives what a kick's damage is made of, from the Assassin's kick damage calculator:

The skill bonus is the +% damage of Dragon Talon plus any Tiger Strike charges; the damage % on the boot line is the sum of the skill bonus, +% damage from items other than the weapon, and the auras Might, Concentration, Fanaticism and Heart of Wolverine. Every boot has a strength bonus of 120, so the boots get +1.2% per point of strength. The base is applied even barefoot.
The Basin lists what a kick does not use: the weapon's enhanced damage, + minimum and + maximum damage, + damage, +% damage to demons and undead, Claw Mastery, Critical Strike and Deadly Strike. The weapon still matters in two ways: its range adder sets the kick's melee range and its speed sets the attack rate, and with two claws the primary one is used. The Basin warns the character screen understates the kick: + attack rating of any kind applies to the kick though it is not shown, and the non-physical damage of the weapon, items and skills is delivered by the kick though the screen does not show it either.
Knockback is only applied if the last kick in the sequence lands (Basin); the row's calcs give the chance against uniques, bosses and players.
As a finisher it releases the charges of Tiger Strike, Fists of Fire, Cobra Strike, Claws of Thunder, Blades of Ice and Phoenix Strike, but the Basin says only the first kick that lands carries them; the rest of the sequence is plain kicks. The Shadow Warrior and Shadow Master can use it.
No synergies: skilldesc.txt has no dsc3 line for Dragon Talon and the row has no synergy calc; the kick feeds no other skill. Everything reads lvl, so a +skill is worth a hard point: a +6 from gear is one more kick. The Basin says +1–3 Dragon Talon can spawn on exceptional and elite claws of item level below 25.
A player's hit on another player is cut to 17% of its value (difficultylevels.txt PlayerDamagePercentVSPlayer) before anything else, see Player versus Player. The row has a separate knockback chance against players (calc4, 25% at the bottom of the curve rising toward 99%), so a kicked player is not always knocked back. The Basin's page says nothing else specific about players.
