Lowers a monster's fire resistance, but only for your own fire damage. "-15% to Enemy Fire Resistance" makes a monster with 40% fire resistance take fire damage from you as if it had 25%. Mang Song's Lesson, Ravenlore and Hellwarden's Will carry it.
It works with Fire Skill Damage: one makes your fire damage larger, this one lets more of it through.
It does nothing against a fire-immune monster (100% resistance or more). The immunity has to be broken first, for example with Monster Fire Immunity is Sundered.
