Lowers a monster's magic resistance, but only for your own magic damage. "-15% to Enemy Magic Resistance" makes a monster with 40% magic resistance take magic damage from you as if it had 25%. Ars Dul'Mephistos, Hellwarden's Will and Gheed's Wager carry it.
It works with Magic Skill Damage: one makes your magic damage larger, this one lets more of it through.
It does nothing against a magic-immune monster (100% resistance or more). The immunity has to be broken first, for example with Monster Magic Immunity is Sundered.
