Lowers a monster's physical resistance, but only for your own physical damage. "-10% to Enemy Physical Damage Resistance" makes a monster with 30% physical resistance take physical damage from you as if it had 20%. Protector's Stone carries it.
It does nothing against a physical-immune monster (100% resistance or more). The immunity has to be broken first, for example with Monster Physical Immunity is Sundered.
