Lowers a monster's poison resistance, but only for your own poison damage. "-15% to Enemy Poison Resistance" makes a monster with 40% poison resistance take poison damage from you as if it had 25%. Death's Web carries -40-50%.
It works with Poison Skill Damage: one makes your poison damage larger, this one lets more of it through.
It does nothing against a poison-immune monster (100% resistance or more). The immunity has to be broken first, for example with Monster Poison Immunity is Sundered.
